Article I:  Statement of Purpose

 

The purpose of the Quick Response Service of JCEMS is to provide high-quality emergency medical treatment to Juniata College and the surrounding community at the level of Emergency Medical Technician or First Responder as certified by the Commonwealth of Pennsylvania. JCEMS shall facilitate training and public service throughout the community.  Juniata College QRS shall provide emergency medical treatment for Juniata College and surrounding community as dispatched through the Huntingdon County 911 system.

 

Article II:  Hours of Operation and Duty Shift Hours

 

The Quick Response Service (QRS) will provide emergency coverage for the campus year round, 24 hours a day, 7 days a week.  The QRS will remain in service unless it is absolutely necessary to place the QRS out of service.  It will be the QRS officers’ collective decision to place the QRS out of service.  If the QRS does have to go out of service, Huntingdon County Dispatch is to be notified upon going out of service and when the QRS returns into service. This notification shall be placed via telephone. Any missed calls will not require completion of paperwork. The duty shift will run from 1800 on Saturday through 1800 on Wednesday and from 1800 Wednesday through 1800 Saturday; duty will be exchanged at 1800 hours in the QRS office.  At this time, the OIC, EMT/CFR and attendant on duty will be in the office to officially pass of duty and equipment. 

 

Article III:  Response Area

 

The QRS coverage area will include the area designated as the Juniata College campus between Mifflin Street and East Houses and Knox Stadium and College Avenue. This area shall also include all other college-owned property in the immediate vicinity of Juniata College main campus.  QRS will also provide service outside the above areas when requested by the Huntingdon County 911 system.

 

Article IV:  Stand-by Operation

 

The QRS will be available to cover an event at the request of any College organization. Requests should be submitted to the Chief or Lieutenant, preferably two weeks in advance.  Proper supplies, planning, and uniform attire are the responsibility of the officer in charge of the stand-by. 

 

Article V: Certification Requirements for QRS Personnel

 

Each responding crew must have no less than one person who is certified as a First Responder by the Commonwealth of Pennsylvania.  The minimum certifications required for any person to participate with the QRS are Adult, Infant, and Child CPR (Healthcare Provider CPR) and airway management (either American Heart Association or American Red Cross will be accepted). Participation is defined as responding to campus emergencies or being present at stand-by functions where the QRS has been requested.

 

Article VI:  Scope of Practice and Personal Liability

 

Each responder is expected to know the limits of his/her training and must not provide treatment outside his/her scope of practice.  Treatment efforts must be guided by the level of training including, but not limited to, the guidelines listed below.  By providing treatment outside his/her scope of practice, the responder assumes all liability for any negative consequences and his/her membership in the club will be suspended until the collective QRS officers evaluate any treatment administered beyond the scope of practice.

 

The training officer must document each member’s training record in the member’s personnel file. Personnel files will contain but not be limited to: Copy of certification records, copy of driver’s licenses, completion of HIPPA training, disciplinary records, and any other document deemed necessary by either the Chief of the QRS or the President of the ESSC. Personnel must receive a copy of the SOGs upon requesting membership and the training officer shall maintain written record of receipt.

 

Crew members who are EMTs and First Responders shall follow state and regional protocols.

 

Crew members who are CPR/AED certified:

-          Should follow all guidelines set forth by either the American Red Cross or the American Heart Association, depending on the member’s certification;

-          Should not act beyond their training including but not limited to moving a patient, administering oxygen or other medications until an EMT/CFR arrives on scene

-          Shall transport the appropriate equipment to the scene of the emergency, perform Basic Life Support as outlined in their appropriate training protocols and assist personnel as needed.

 

Article VII:  Chain of Command

 

The official chain of command for QRS 8 shall be:

Chief

Captain

Lieutenant

Safety and Training Officer/Infection Control Officer

 

 

Article VIII:  Dispatch

 

The QRS is dual dispatched with Ambulance Company 500.  Not all pages will be applicable to the Juniata College QRS.  Calls for Juniata College campus will sound similar to the following:

 

Alert signal. (Pager or radio activates)  More tones will be heard.  After an alert tone a dispatch similar to the following will be heard “In the Borough of Huntingdon, on the campus of Juniata College, 307 East Halls for Seizures…Ambulance Company 500 with Medic, QRS 8, Charlie Assignment, 22:48.”

 

Article IX:  Communications

 

Correct Radio Procedure:

Each EMT/CFR and Officer on duty will be issued a radio. Duty attendants or crew members shall be issued a pager. Others members of the QRS may have at their disposal a radio or pager at the discretion of the QRS captain.  Dual dispatch will take place over Med 9 (462.950 MHz & Med. 9 on the radios).  The OIC will be responsible for notifying Huntingdon Med of the response effort.  In the event that the OIC does not respond within 30 seconds, any other available QRS officer may relay the QRS response effort.  If there is no response effort after a second dispatch, the EMT/CFR on duty may communicate the response effort.  If no response effort has been communicated after third dispatch, any member with a radio may communicate the response effort.  The first QRS member on scene with a radio should communicate the arrival on scene to Huntingdon Med.  The OIC shall notify Huntingdon Med of the availability of the QRS at the appropriate time.

 

The patient’s name is not to be said on the radio.  No vulgar language or slang is to be used. When dispatched for an incident the radio user must say, “Huntingdon Med from QRS 8,” wait to be acknowledged by Huntingdon Med, then say “QRS 8 is responding.”  The same is said when the QRS arrives on scene of the incident except when acknowledged “QRS 8 is on scene” is said.  When the QRS is available and free from the incident, use the same format except “QRS 8 is available” is said.  If any other radio use is necessary, acknowledge by saying, “go ahead,” then answer the caller with only the necessary information.  When Huntingdon Med or the ambulance gives information or tells the QRS to do something, they are answered by, “QRS 8 copies.” 

 

Radio Channels for Motorola P1225 Radios:

Refer to the owner’s manual for proper use of the radios.

-          Channels 1 through 7 on the radios are Med channels 1 through 7 respectively.

-          Channel 8 is Huntingdon Ambulance 500’s tactical channel.

-          Channel 9 is Med 9 which is the main channel that Huntingdon County Medical Communications uses to dispatch and communicate with Medical units.  This channel has a repeater enabled, so no voice but the dispatcher’s will be heard. 

-          Channel 10 is the same as Channel 9 except the repeater is not enabled and the user is able to communicate with other members of the QRS, dispatch, and the ambulance.

-          Channels 11 – 13 are PEMARS 1, 7, and 9 respectively.  PEMARS channel frequencies are the ones used the Pennsylvania Emergency Management Agency.  These channels are only to be used in extreme emergencies in which Huntingdon County EMA involved.

-          Channel 14 is the dedicated QRS Tactical Channel. This channel shall be for all formal and informal communication between QRS members possessing a radio.

-          Channel 15 shall be used to communicate between Juniata College Police and the QRS. It may be used for, but not restricted to QRS members notifying Security of a situation that deems their response, Security requesting an EMT/CFR to a scene that they feel deems the response of an EMT/CFR.

-          Channel 16 is used as the paging channel.  While on this channel, the radio will be in page mode until the QRS or Huntingdon Ambulance is paged out for a call.  At this point, the radio will activate and the dispatch will be heard. 

-          If it is a QRS call, the radio will need to be turned to Channel 9 to go responding or 10 to talk to the ambulance.  In order to reset the Channel 16 page mode, simply turn the unit off then on or refer to the owner’s manual for the correct process. 

 

Article X:  Response Mode

 

When dispatched, responders will go to the scene of the incident by any means possible. Responding members are to expedite their travel to the scene of the emergency as safely and legally as possible. All members shall respond so at their own risk.  The OIC, EMT/CFR, and attendant must respond in an emergency situation.  All other members responding with radios shall place their radios on the QRS TAC channel in order to listen to directions from the OIC.  Any QRS members who are available may respond to the emergency understanding that priority of patient is the responsibly of the current duty crew.

 

Article XI:  Uniform Attire

 

Uniform attire shall be determined by the commanding officer of the event. All uniforms shall be accompanied with the appropriate footwear (e.g. closed-toed shoes). Uniforms shall be divided into the following classes:

 

Class A: Dress White Shirt/ Blue EMT Pants
Class B: Club Polo/ Blue EMT Pants
Class C: Club Polo/ Jeans
Class D: Club T-Shirt/ Jeans

 

Article XII:  Extenuating Circumstances

 

Motor Vehicle Accidents:

Huntingdon County Dispatch should be notified at the first opportunity if:

-          A report is received indicating that the occupants of a motor vehicle accident are entrapped;

-          The responders arrive at an accident and determine that the occupants of a motor vehicle are entrapped;

-          Other dangerous circumstances exist at the scene:  power lines are down, hazardous materials are present, the vehicle is fully or partially submerged in a body of water;

-          The number of victims should always be reported with the above information.

-          If Juniata College Police/Huntingdon Borough Police are not already notified the OIC shall make such notifications. If Huntingdon Ambulance is not already notified the OIC shall make such notifications. 

-          QRS members are not to engage in patient care until vehicle is stabilized and personal protective equipment is in place.

 

Violence/Force Related or Unknown Type Calls:

When a call is received indicating that force or violence is involved (i.e. shooting, stabbing, fighting, rape, etc.) or a call of an “unknown” emergency is received, the following procedure shall be followed to maintain scene safety.  Maintain a safe distance from the scene.  Advise dispatch that you are on scene awaiting a police/security officer.  Enter the building only when a security officer/ police officer are on the scene and advises that the scene is safe. Confirmation of a secured scene shall be received through either Huntingdon County Dispatch or directly from the police or security officer on scene. This policy should apply to all buildings including residence halls. If Juniata College Police/Huntingdon Borough Police are not already notified the OIC shall make such notifications. If Huntingdon Ambulance is not already notified the OIC shall make such notifications. 

 

Suicide Attempts:

In the event of an attempted suicide, QRS personnel are to provide only necessary medical care.  Care provided shall not exceed that documented by the EMT/CFR training level as dictated by the Statewide Pennsylvania Department of Health Protocol. All QRS personnel are required to cooperate with all authorities as long as it does not interfere with patient care. If Huntingdon Ambulance is not already notified the OIC shall make such notifications. 

 

Dead on Arrival:

In cases of obvious death (i.e. decapitation, rigor mortis, etc.) and the EMT/CFR decides not to begin resuscitation, the following procedure applies:

 

Preserve the scene exactly as it was found.  Clear bystanders from the immediate area.  Note the names of witnesses.  Do not touch the patient, except to determine the absence of vital signs.  If you do anything, record what you did and advise the responding EMS personnel of your actions.  Never cover the patient’s face with anything unless directed by the medical examiner. If Juniata College Police/Huntingdon Borough Police are not already notified the OIC shall make such notifications. If Huntingdon Ambulance is not already notified the OIC shall make such notifications. 

 

Crime Scenes:

-          Observe the “Violence/Force Related or Unknown Type Call” procedure listed above

-          When called to a suspected crime scene, treat the patient as necessary, but make every attempt to leave the scene exactly as it was upon arrival.

-          Record all crew actions accurately on the report sheets.

-          If Juniata College Police/Huntingdon Borough Police are not already notified the OIC shall make such notifications. If Huntingdon Ambulance is not already notified the OIC shall make such notifications.   

 

Rapes and Sexual Assaults:

EMS personnel should treat life-threatening injuries, and defer counseling to appropriate personnel.  If Huntingdon Ambulance is not already notified the OIC shall make such notifications. 

 

Fire Alarms:

QRS personnel should not enter a building in which a fire alarm has been activated.  If on scene during an alarm, QRS personnel should remain outside the building, advise dispatch of conditions, and assist other public safety personnel as needed. QRS shall notify Juniata College Police of fire alarm if the OIC is on scene and deems necessary.

 

Helicopter Landing Procedures:

In the event that a helicopter landing is deemed necessary, the captain of the QRS is responsible for choosing the appropriate landing zone, ensuring the safety of the landing zone and communications with the responding aeromedical unit.  In the event of an emergency, these duties shall fall under the direction of the OIC.  Communications with any aeromedical units shall occur on Fire 2 (33.78 MHz) on the QRS fire radio which is at all times located in the QRS office.  The following are designated landing zones on the Juniata College campus in order of preference:

 

1º LZ - Ellis Practice Field:

Proximal Hazards: Radio Station Antenna atop Ellis College Center

 

2º LZ - Knox Stadium Field:  

N: 40º 29.914'

Description: College Football Field (no lights) Directly South of South Hall

Proximal Hazards: minimal

 

3º LZ - Baseball Field:

N: 40º 29.850'

W: 078º 00.810'

Proximal Hazards: minimal... trees behind outfield fence

 

 

Article XIII:  Infection Control

 

Each member of the QRS should be certified in basic infection control technique.  Universal Precautions should be utilized with every patient who has the potential of exposing a responder to body fluids or diseases. All body substance isolation methods shall be adhered to at all times whether on a medical emergency call or a stand by scene. The safety and training/infection control officer shall oversee all matters including, but not limited to, accidental needle sticks, contact with fluids or substances at an emergency scene at which the QRS is present. All members shall complete appropriate annual blood borne pathogens training as stipulated by the Occupational Safety Hazards Administration (OSHA), Pennsylvania Department of Health and Southern Alleghenies EMS Council. 

 

Article XIV:  Equipment

 

During the official change of duty, the OIC will restock medical equipment if necessary.  The trauma and oxygen bags will be restocked if needed directly after stand-bys or any other special events by the OIC.  The Lieutenant is to perform a monthly inventory and weekly AED check.  ESSC will purchase all equipment for use by QRS team members.  Team members should keep equipment in the same condition as it was at the time of purchase.  Damage to any piece of equipment must be reported to appropriate QRS officer as soon as possible.  If any disposable equipment is noted to be low, the Lieutenant is to be contacted.  Any supplies used during an emergency should be replaced by asking the ambulance to restock the used supplies.  This re-supply should be done immediately after the emergency call circumstances are resolved. The weekly OIC and EMT shall ensure that all equipment is checked weekly. This shall include any equipment that is with the attendant and any equipment that is in the security vehicle. This shall also include weekly checking of the AED located in the security vehicle. The Lieutenant of the QRS shall oversee all medical related equipment purchases and recommend them to the officers for approval.

 

Article XV:  Alcohol Consumption and Drug Use

 

A responder shall not consume any alcoholic beverage or drugs within twelve hours prior to any call or shift.  Any breach of this procedure will subject the offender to disciplinary action by the officers of JBSMESSC.  No responder may consume or be under the influence of alcohol or drugs, including legal drugs that may alter judgment, while on duty. Any member found to be in possession of any illegal substances (including alcohol for anyone under the age of 21) while on duty will be suspended until the case has gone through the proper college or state judiciary channels.  The President, Chief and Advisor of JBSMESSC will render a decision based on the verdict supplied by the college/state. 

 

“Under the influence of” will be defined as follows: 

-          Having consumed alcohol or illegal drugs in the last twelve hours.

-          Showing any sign of impairment, intoxication, or reduced mental function as a result of the use of drugs or alcohol. 

-          Having consumed a prescription drug or over-the-counter medication which affects mental status within the last four hours

 

Article XVI: Disciplinary Actions

 

Disciplinary actions will be the responsibility of the Chief and the OIC.  Any action requiring disciplinary actions will be given an appropriate offense level.  Any previous offense will remain on a member’s record for a minimum of one semester and no longer than one year (unless otherwise stated).  Appropriate disciplinary measurers for each offense level are listed below:

 

Level 1:           Formal written citation.

 

Level 2:           Formal written citation.  Meeting with Chief and/or OIC to discuss offender’s actions and to discuss how those actions affects QRS 8.  Fourteen (14) day suspension of radio/pager privileges.

 

Level 3:           Formal written citation.  Meeting with Chief and Advisor.  Thirty (30) day suspension from QRS.  Sixty (60) day suspension of radio/pager privileges.

 

Level 4:           Formal written citation.  Meeting with Chief and Advisor.  Minimum one semester suspension from QRS 8.  One year suspension of radio/pager privileges.  Automatic removal from office.

 

Level 5:           Formal written citation.  Meeting with Chief and Advisor.  Minimum one year suspension from QRS 8.  Two year suspension of radio/pager privileges.  Automatic removal from office.  Possible recommendation for college disciplinary actions.  Must remain on record for a minimum of two years and a maximum of three years.  Not eligible to run for future office.

 

Level 6:           Formal written citation.  Meeting with Chief and Advisor.  Expulsion from QRS.  Recommendation for college disciplinary action.  Possible recommendation for legal disciplinary action.  Must remain on record permanently.

 

Level 7:           Formal written citation.  Meeting with Chief and Advisor.  Expulsion from QRS 8.  Recommendation for college disciplinary action.  Recommendation for legal disciplinary action.  Must remain on record permanently.

 

Accepted offense levels have been given for the following actions:

 

Gross negligence (7)

Acting beyond Standard of Care (5)

Acting below Standard of Care (5)

Undermining chain of command (1)

Complete disregard of chain of command (3)

Drinking or drug abuse while on duty (4)

Responding to a call under the influence (7)

Representing QRS8 while under the influence (4)

Negligence in office (2)

 

 

Article XVII:  Physical & Emotional Health

 

Any person who responds to an emergency should be physically fit to the extent that he/she can lift and carry a patient in almost any type of situation (i.e. stairs, long distances, etc.).

 

Any person who responds to an emergency should be able to withstand emotionally trying situations.  A debriefing team will be called in if necessary for calls of extreme incidence.  All calls that deem the need of a Critical Incident Stress Debriefing shall be handled through the Chief of the QRS. Said CISD situations shall include members that responded and were on scene for said alarm.

 

Article XVIII:  Transfer of Patient Care

 

Transfer of care may only be administered to an appropriate ambulance company that has been dispatched by Huntingdon County Dispatch to that specific alarm. Transfer of care shall not be completed until all information pertinent to the alarm is received by the EMT/CFR or OIC of that alarm.

 

 

Article XIX:  Refusal of Care

 

If the patient does not want to go to the hospital via ambulance appropriate paperwork regarding patient refusal of transport must be completed and witnessed at time of refusal.

-          If the patient refuses proper treatment or transport, the responder should attempt to secure the signature of the patient and two witnesses before leaving the patient unattended.

-          If the patient will not sign the “release form”, the RA, RD, or security officer must sign as a witness that the patient was advised of the potential seriousness of his/her condition.

 

Article XX:  Patient Confidentiality and HIPAA

 

-HIPAA shall be defined at the Health Insurance Portability and Accountability Act.

-All personnel are to complete HIPAA training prior to responding to any alarms with QRS 8. All records of said completion shall be placed in the personnel files and the respective HIPAA files.

- PHI shall be defined as Protected Health Information

-All trip sheets are to be completed in less than 24 hours from the end of the call.  Completion of trip sheets shall be defined as trip sheet completed in the appropriate computer program, trip sheet faxed to receiving hospital trip sheet recorded to region, and hard copy deposited in “Completed Tripsheet” box.

-If a trip sheet is not completed immediately following a call, care must be utilized in where the PHI is stored.  If kept in a student room, the paperwork must be stored in a locked drawer or otherwise out of sight.  Care must be taken not to have others look at this information.

-After the completion of a call, the EMT/CFR or OIC of the call must go to the hospital ER to receive a face sheet.  This information is necessary to complete the trip sheet and have an accurate accounting of all information. 

-If a patient is unable to sign an acknowledgement of the receipt of privacy practices, the EMT or officer must note this on the sign off sheet and also in the trip sheet.  Then, the officer must contact the patient and within 5 (five) days time, provide the patient with a notice of privacy practices and have them sign that they did receive it.  Under no circumstance will our notice of privacy practices be given to the ambulance personnel.

-Use the fax cover sheet when faxing information to any agency or organization from the ESSC/QRS. See more specific information in Article XXII.

-Use the email confidentiality statement when emailing PHI. For more information see Article XXII.

-In accordance with HIPAA no PHI will be provided to Police officials that are not directly involved in patient care.

-All patient information and HIPAA documents will be kept and maintained in a locked file drawer located in the QRS office.  Access to these files will be limited to the Chief and the Privacy Officer.

- All correspondence in the form of faxes and emails from the ESSC/QRS8 account or office shall be prefaced with either a email or fax coversheet provided by the ESSC/QRS8.

 

 

Article XXI:  Record-keeping

 

For communications and record-keeping purposes, a patient care report must be completed on each patient. The crew leader of the emergency scene is responsible for completing the patient care report.  Also, the crew leader must contact Huntingdon County communications immediately after the emergency call via their non-emergency number (643-6820) to obtain the emergency call’s run times and County run number.  The dispatcher will then report a dispatch time, responding time, on scene time, and available time.  The dispatcher will also give a run number.  All the times and the run number must then be entered into the computer program that is available to create a state-approved report form. 

 

A copy of the form will be given or faxed to the receiving hospital of that patient. If Medical Command is contacted a trip-sheet shall be faxed to the Medical Command facility that was contacted for command. This fax shall be completed within twenty-four hours of the alarm.

 

If a patient refuses treatment and/or transport, a Patient Refusal of Services form must be completed (See Article XVIII).  These forms will be found within a clipboard in the medical bags.  A copy of this form must be given to the responding ambulance crew.  If the EMT feels it is necessary to contact medical command he/she may do so.  However, careful documentation must be completed.  Refer to Article XVII, Transfer of Patient Care.

 

Article XXII:  Juniata College Procedures

 

Under the established procedures of Juniata College, a security officer must be on scene during an emergency.  Juniata College Police shall be contacted in the event of an on-campus emergency.

 

Article XXIII: Office

 

The following are the standard operating procedures regarding the use of the office, office computer, fax machine, and telephone in the office.  Failure to follow these rules will result in disciplinary action.

 

Office

-          All QRS Line Officers as well as Advisors are permitted to have keys to the ESSC/QRS office.  A key for general club use will also be available for sign-out at the Information Desk.

-          Keys shall be surrendered immediately upon leaving office and given to either the president of the ESSC or the Club Advisor

-          The office door is to be locked at all times when the office is not in use 

 

Computer

-A computer is provided in the office for use by all club members that have access to the office.  Due to the confidential nature of the information contained on this computer, only club members should be permitted to log on and to use the computer.

-An administrator account and password have been established for administrator access.  All software should only be installed under the administrator account.

-All problems with the computer are expected to be reported in a timely manner to either the Chief of the QRS or the President of the ESSC.

-All emails sent from the ESSC/QRS account to outside agencies or to any person or agency that which the content of the email is of a personal or confidential nature shall have the accompaniment of the confidential email notification. Such confidential statement shall be found on the shared drive designated for ESSC/QRS.

-Utilization of the administrator account should only be used by those persons authorized and when necessary.  Otherwise all users should use their usernames and passwords as issued to them by the college.

-An automated backup routine exists and runs every Friday evening for the trip sheet software and scanned documents.  The Zip disk in the Zip Drive should not be removed unless absolutely necessary and if removed should be replaced as soon as possible.

-Any questions concerning the computer should be directed to the officer responsible for the maintenance and use of the computer.

 

Fax Machine

-There is fax machine that is placed in the office for ESSC and QRS business.  This should not be utilized as a personal fax machine either for sending or receiving of faxes.

-All faxes sent or received on this machine should be considered personal and confidential and treated as such.

-All personnel using the fax machine shall use the appropriate cover sheet provided by the ESSC/QRS8.

-The fax cover sheet shall be altered or changed by the approval of the officers.

-The fax cover sheet shall be available in either hard copy form or on the shared server space designated for the ESSC/QRS8.

-The fax does have long distance access, this is special access given to us by the college.  It should be used and treated as such.

- The fax number is 814-641-3415

 

Telephone

-The telephone in the office should be used only for ESSC and QRS business.

-The telephone has voicemail.  All people that need access to the voice mailbox have been provided with the password.

Misc.

It is important to give outside organizations the ESSCQRS8@juniata.edu email address and the ESSC/QRS8 phone number.  This ensures that all records can be maintained as officers change and as time goes on.  If necessary, please have all people concerned update their records with this information.

 

Article XXIV: Officer Responsibilities

 

Chief of QRS

-          The chief shall be responsible for all members of the QRS and JCEMS at all times

-          The chief shall be in charge of all emergency scenes, stand by operations or any other emergency that the QRS is dispatched to.

-          The chief shall maintain a valid Pennsylvania EMT-B or EMT-P certification throughout their time in office

-          The chief shall be responsible for the scheduling and administration of all meetings

-         The chief shall be responsible for appointing all needed committees

 

Captain of QRS

-          The captain shall assist the chief as needed under his or her direction

-          In the absence of the chief the captain shall assume all operations normally under his direction

-          The captain shall be responsible for all non-medical equipment

-          The captain shall be responsible for all organizational finances

-          The captain shall maintain a valid Pennsylvania EMT-B or EMT-P certification throughout their time in office.

 

Lieutenant of QRS

-          The lieutenant shall assist the chief and captain as needed under their direction

-          In the absence of the chief or captain, the lieutenant shall assume all operations normally under their direction

-          The lieutenant shall be responsible for all medical supplies

-          The lieutenant shall maintain a valid Pennsylvania EMT-B or EMT-P certification throughout their time in office.

-          The lieutenant shall be responsible for recording meeting attendance and service hours.

-          The lieutenant shall be responsible for ensuring that the duty schedule is updated on the website.

 

 

Safety and Training /Infection Control Officer

-          The Safety and Training /Infection Control Officer shall be responsible for organizing all training events either in-house training or Continuing Education training through Southern Alleghenies EMS Council

-          The Safety and Training /Infection Control Officer shall be responsible for developing any infection control policies and maintaining records of members blood borne pathogen documents

-          The Safety and Training /Infection Control Officer shall also assist with any HIPAA regulations in accordance with assistance from the Privacy Officer

-          The Safety and Training/Infection Control Officer shall maintain a valid Pennsylvania EMT-B or EMT-P certification throughout their time in office.

 

Secretary of ESSC

-          The secretary shall be responsible for the maintaining of records for the club at all general club meetings and officer meetings

-          The secretary shall send via electronic mail all minutes at both general club meetings and officer meetings in a timely fashion following said meetings

-          Minutes of the officer meetings shall only be sent to officers and not the general membership

-          The secretary shall send out all emails at the request of the president and chief

-          The secretary shall be responsible for ensuring that the meeting minutes are updated on the website.

 

Article XXV: Selection and Removal of Officers

-     The elections for the ESSCQRS8 officer positions shall occur every year during the month of March.  The floor will be open for nominations at the first General Meeting in March.  Elections will occur at the second General Meeting.  Officers will assume their positions April 1.   

-     All members in good standing shall be allowed to vote, including seniors.  The current President of the ESSC and Chief of the QRS are excluded from voting in their respective divisions of the organization except in the event of a tie.

-     Nominations from the floor will be accepted.  Individuals will be contacted after nominations and before elections to confirm that they accept the nomination.

-     Prior to elections, each individual will be offered the opportunity to make a statement on their behalf about why they feel they are the best person for the position

-     At the conclusions of the statements, voting by secret ballot will occur. 

-     The votes will be counted by the Chief.  In the event the Chief is nominated, the votes will be counted by the next line officer not nominated. The individual counting the votes shall abstain from the first two (2) rounds of voting.  In the event of a tie after the first 2 rounds, the individual counting the votes shall cast the deciding half vote. 

A simple majority of votes is necessary to win the office.

-     In the event of a tie, there will be a revote between the individuals involved in a tie

-     In the event that a tie still exists after a second vote, the Chief will decide the position for QRS positions

-     If the Chief or the President are running for reelection the Advisor will make the decision

-     The election shall proceed in the following order: Chief of QRS, Captain of the QRS, Lieutenant of the QRS, Safety and Training/Infection Control Officer of the QRS, and Secretary.

-     In the event of an officer of the QRS not fulfilling his or her responsibilities listed above the appropriate chain of disciplinary actions shall be taken (See article XVI).

-     The removal of an officer shall be decided by a majority vote by the officers of both the QRS.

-     The office shall be filled by nominating a replacement by the following general club meeting

 

 

Article XXV: Budget

-          The budget request process shall be completed by the deadline set forth by Student Government

-          The budget request shall be the collaboration of the current officers and the officers-elect

-          All officers of the QRS and ESSC will be present for internal budget meetings.

 

Article XXV: Police Vehicle

-          The Juniata College Campus Police vehicle shall contain the following items:

-          All duty equipment

-          AED

-          Any other required equipment for response as designated by the Pennsylvania Department of Health and /or the Southern Alleghenies EMS Council

-          The vehicle shall be driven by Juniata College Security personnel only

-          The vehicle shall respond to all calls on the Juniata College campus for the purpose of transporting equipment.

 

Article XXVI: Bicycles

-          The QRS shall maintain an emergency equipped bicycle

-          The maintenance of these bicycles shall be the responsibility of the Chief

-          The bicycles shall be used at all events and standbys deemed necessary by the commanding officer

-          Proper caution and appropriate equipment shall be used and exercised when using the bicycle

-          In order to use the bicycle personnel must either be an EMT or a First Responder

 

 

Article XXVII: Training Sessions

-          Company-wide training will be conducted on campus a minimum of three times per semester.

-          This will be conducted by a collection of the officers under the direction of the training officer.

-          Attendance will be maintained by the Vice President and count towards active membership status.

 

Article XXVIII: Changes to the SOG

 

-     Changes to these SOGs can be introduced by any member of the club

-     Exact wording of the changes will be decided upon by the Officers of the ESSC and the QRS

-     No change to the SOGs will take affect until a vote of two thirds of the members present at a meeting approve the changes
