Article 1 – The Rights and Duties
I. General Assembly
A. Members of the General Assembly shall have the power to convene a forum focused around an issue given they have generated a petition of 250 signatures calling for a forum.
B. Any member of the General Assembly shall have the right to propose a written bill to the Senate during a forum.
C. If more than ten percent of the General Assembly is present at a forum, a written bill passed by a majority of those in attendance must be considered by both the Senate and the Executive Committee.
D. Members of the General Assembly shall have the right to attend all Senate meetings.
E. The General Assembly shall have the power to overturn any Senate or Executive Committee action with 2/3 of its members.
II. Senate
A. The Senate shall have the right to ratify or reject the budget proposed by the Executive Committee, as well as all proposals made by the Executive Committee or the General Assembly.
B. Senate Chair
1. The Senate Chair shall be the President of the Executive Committee.
2. The Senate Chair shall preside over all Senate meetings.
3. The Senate Chair shall vote only in order to break a split Senate decision.
4. The Senate Chair shall have the right to call a Senate meeting at any time.
5. The Senate Chair shall run the meetings in a parliamentary procedure.
III. Cabinet
A. The members of the Cabinet shall serve the General Assembly on the following bodies, as well as on any other committees that come into being or are found to need student input:

a. Committee on Advancement and Marketing
b. Committee on Business Affairs
c. Committee on Education and Student Life
d. Committee on Investments
e. Audit Committee
2. Standing Committees
a. Faculty Business Meeting
b. Strategic Planning Committee
c. Academic Planning Committee
d. Academic Planning and Assessment
e. Curriculum Committee
f. Student Academic Development Committee
g. Retention Committee
h. Student Services Committee
B. The Cabinet shall keep the Student Senate informed about the activity of each of the above mentioned committees by attending all Senate meetings.
IV. Judiciary
A. Once appointed to their positions, the members of the Judiciary shall be responsible to the Judicial Board or Academic Judicial Board.
Article II – Executive Committee Composition, Powers and Responsibilities
I. The Executive Committee shall be comprised of the President, Vice-President, Secretary, Treasurer, and Officer of Technology.
II. No Executive Committee member may concurrently serve as an officer in any class.
III. The Allocation Board shall, under the leadership of the Executive Committee Treasurer, propose a budget during the spring semester for the following academic year.
IV. The RSO Approval Board, under the leadership of the Executive Committee Vice President, shall hear and decide on petitions for new RSOs.
V. The Executive Committee shall meet with the President of the college, the Dean of Students, the Director of Student Activities, and a faculty member for guidance.
VI. The Executive Committee shall have the power to authorize Student Government expenditures of $750 or less from the Operational Budget.
VII. The Executive Committee shall be the primary source of ad-hoc student input to other campus constituencies regarding campus issues and concerns.
VIII. The Executive Committee shall be responsible for scheduling its own regular meetings, as well as the regular meetings of the Senate.
IX. The Executive Committee shall coordinate all elections of members chosen by the General Assembly.
X. Executive Committee Member Positions, Powers, and Responsibilities.
A. President
1. The President (or a Presidential Delegate) shall be the official representative of the Student Government to the administration, faculty, trustees, and alumni.
2. The President (or a Presidential Delegate) and Vice-President shall serve on the Executive Committee to the Board of Trustees.
3. Either the President (or a Presidential Delegate) shall serve on the Alumni Council, Faculty Business Meeting, and Student Services Meeting.
B. Vice-President
1. The Vice-President shall accede to the Presidency in the event of the President’s resignation or removal from office. The Vice-President shall also represent the Student Government at all meetings and commitments the President cannot attend.
2. The Vice-President must chair the RSO Approval Board.
C. Secretary
1. The Secretary shall maintain minutes, an updated record of all actions and procedures, and fulfill all other secretarial duties as needed. The Secretary shall also sit on at least one Cabinet Committee.
D. Treasurer
1. The Treasurer shall oversee the creation of the Student Government Budget and supervise all financial transactions of the Student Government. Additionally, the Treasurer shall sit on at least one Cabinet Committee.
2. The Treasurer must chair the Allocation Board.
E. Officer of Technology
1. The Officer of Technology shall be responsible for maintaining the Student Government webpage, overseeing RSOs’ WebPages, and helping with all other technological advances of the Executive Committee. Additionally, the Officer of Technology shall sit on at least one Cabinet Committee.
2. The Officer of Technology must chair the Information Technology Task Force.
Article III – Meeting Frequency
I. Senate Meetings
A. The Senate shall convene in the presence of the Executive Committee at least once a month unless otherwise determined by the Executive Committee. The Executive Committee shall meet at least once a week unless otherwise determined. All regular Senate meetings shall be announced at least one week in advance of the scheduled date.
II. Emergency Meetings
A. If an emergency occurs, the Executive Committee may call a meeting, with twenty-four hours notice.
III. Executive Committee Planning Meetings
A. The Executive Committee shall have a planning meeting prior to beginning of the school year.
Article IV – Quorum Requirements
I. All Executive Committee members are required for quorum at Executive Committee meetings. Two-thirds of the Senate must be in attendance for Senate to have quorum.
Article V – Elections
I. All Student Government elections shall be by secret ballot.
A. Executive Committee
1. Elections for the Executive Committee (with exception of the Treasurer and Officer of Technology) shall be completed by the first day in March.
2. In order to be eligible for election, all candidates must submit a petition containing the signatures of 100, full-time students three days prior to the election date. Petitions are to be issued by the Executive Committee two weeks prior to the election. In order to obtain a petition, the candidate must submit a 100 words or less personal statement of intent. Each candidate’s personal statement will be placed on his or her petition and will be available for the student body to review.
3. Members of the Executive Committee shall be elected by a plurality of the voting General Assembly.
4. Election results are to be tallied and made public to the General Assembly.
5. Candidates for the Treasurer position and Officer of Technology shall submit a petition containing the signatures of 100 full-time students to the Executive Committee.
6. The Executive Committee shall interview candidates for the position of Treasurer and Officer of Technology.
a. The Executive Committee shall then nominate one candidate for Senate approval.
7. The Executive Committee shall confirm the academic standing of candidates and verify the validity of their petition.
8. The Executive Committee elect shall officially assume responsibility at the conclusion of the academic year.
9. The newly elected Executive Committee is expected to attend all Executive Committee functions, but does not have voting rights until they officially assume responsibility.
10. The current Executive Committee is responsible to train the Executive Committee elect during the remainder of the academic year.
B. Senate
1. Class Officers
a. A President, Vice-President, Secretary, and Treasurer are to be elected by the class constituencies of the future Senior, Junior, Sophomore and Freshmen classes.
b. In order to be eligible, all Class Officer candidates must submit a petition containing the signatures of 50 full-time members of their class prior to the election date. Petitions are to be issued by the Executive Committee two weeks prior to election. In order to obtain a petition, the candidate must submit a 100 words or less personal statement of intent. Each candidate’s personal statement will be placed on his or her petition and will be available for the student body to review.
c. Class Officers shall be elected by a plurality of the voting members of their class. Elections shall be held in Baker Refectory during lunch and dinner hours on the Election Day. Online voting shall also be available.
d. Freshmen Class Officers will be elected in September by the members of their class.
e. Election results are to be tallied and made public by the Executive Committee within three days after elections. Winners are to be notified of their positions within the same frame.
f. If no petitions are received, the Executive Committee has the right to appoint the representative.
g. Each class has two voting rights on the Senate.
2. International Student Representatives
a. The International Student Representatives shall be a four-year, matriculated international student.
b. Two International Representatives are to be elected. International Senator candidates must submit a petition containing the signatures of 20 international students. In order to obtain a petition, the candidate must submit a 100 words or less personal statement of intent. This will be placed on your petition and available for the student body to review.
c. The International Student Senators shall be elected by plurality of the voting international students.
d. If no petitions are received, the Executive Committee has the right to appoint the International Representative.
e. The International Representatives have one voting right on the Senate.
3. Domestic Minority Representatives
a. Two Domestic Minority Representatives are to be elected. Domestic Minority Representative candidates must submit a petition containing the signatures of 20 domestic minority students. In order to obtain a petition, the candidate must submit a 100 words or less personal statement of intent. Each candidate’s personal statement will be placed on his or her petition and will be available for the student body to review.
b. The Domestic Minority Representative shall be elected by plurality of the voting domestic minority students.
c. If no petitions are received, the Executive Committee has the right to appoint the Domestic Minority Representative.
d. The Domestic Minority Representatives have one voting right on the Senate.
4. Program Area Resident Representative
a. One PAR Representative is to be elected. PAR candidates must submit a petition containing the signatures of 10 PAR students. In order to obtain a petition, the candidate must submit a 100 words or less personal statement of intent. Each candidate’s personal statement will be placed on his or her petition and will be available for the student body to review.
b. The PAR Representative shall be elected by plurality of the voting PAR students.
c. If no petitions are received, the Executive Committee has the right to appoint the PAR representative.
d. The PAR Representative has one voting right on the Senate and PAR is not represented by a CIS Senator.
5. Resident Assistant Representatives
a. Two Resident Assistant Representatives are to be elected. The Office of Residential Life will be responsible for determining the manner in which Resident Assistant Representatives are selected.
b. If the office of Residential Life fails to administer elections,, the Executive Committee has the right to appoint the Resident Assistant Representative.
c. The Resident Assistant Representatives have one voting right on the Senate.
6. Common Interest Sector Representatives
a. Any member of a Registered Student Organization (RSO) may serve as a CIS representative. Each CIS must have one representative.
b. Representatives from each RSO shall elect one Senator to represent their respective CIS in the Student Senate.
c. If the elected CIS Senator does not complete his/her duties as assigned, the RSO representatives within the CIS shall elect a new Senator from the CIS.
d. Elected CIS Senators shall sit on the RSO Approval Board.
e. The RSO Approval Board is responsible for maintaining the CIS breakdown.
f. Each CIS must contain at least five RSOs.
g. As new RSOs are formed the RSO Approval Board shall decide which CIS the RSO will fall under.
h. Treasurers within each RSO shall follow the guidelines outlined in the Financial By-Laws of the Student Government for assembling an Allocation Board.
7. Juniata Activities Board Representatives
a. Two JAB chairs will be chosen to serve on the Senate.
b. The JAB Representatives have one voting right and are not represented by a CIS Senator.
8. Sexual and Gender Minority Representative
a. One Sexual and Gender Minorities Representative is to be elected.
b. Sexual and Gender Minorities candidates must submit a petition containing the signatures of 10 students from that community. In order to obtain a petition, the candidate must submit a 100 words or less personal statement of intent. Each candidate’s personal statement will be placed on his or her petition and will be available for the student body to review.
c. The Sexual and Gender Minorities Representative shall be elected by plurality of the voting Sexual and Gender Minority Students.
d. If no petitions are received, the Executive Committee has the right to appoint the Sexual and Gender Minorities representative.
e. The Sexual and Gender Minorities Representative has one voting right on the Senate.
Article VI -- Finances
I. Fiscal Year
A. The fiscal year for Student Government shall run concurrent to that of Juniata College.
II. Budget
A. A budget shall be generated and approved by Student Government for the succeeding academic year before the end of the spring semester.
III. RSO Funding
A. In order to receive Student Government funding, a RSO must submit a budget request to Student Government in March for the succeeding academic year. Those RSOs that are not punctual with their request will lose funding.
B. The Student Government Executive Committee shall decide upon meetings, forums, and RSO fairs that RSO representatives are required to attend. This list shall be reviewed and approved by the Senate at their first meeting. This list will be immediately made available to RSO officers. Failure to comply with the attendance policies will result in a fine of 10% of the RSO’s existing balance.
C. The RSO funding process shall be conducted in accordance with the Financial By-Laws. The Common Interest Sector (CIS) breakdown must be approved by the RSO Approval Board. Each CIS must be comprised of at least five RSOs.
IV. Ad-hoc Expenditures
A. Any RSO that wishes to petition Student Government for additional funds for a specific project during the course of the academic year shall submit a written proposal to the Allocation Board, who shall review the proposal and decide whether to fund the RSO or not. If the amount in question is over $750, a recommendation to the Senate will be made.
B. All other ad-hoc Student Government expenditures will be made in accordance with the Financial By-laws.
Article VII – Registered Student Organizations
I. Students who wish to form a new RSO or revive an inactive RSO must meet the following criteria.
A. Must have at least 10 members (including officers) all of whom attend Juniata College.
B. May not discriminate on the basis of race, religion, national origin, age, gender, color, sexual orientation, ability, marital status, or veteran status.
C. Must elect students as President and Treasurer.
D. Must have a Juniata College employee serve as an advisor.
E. Have each officer attend at least two leadership workshops sponsored by the Office of Student Activities during the year.
F. Shall submit an RSO application to the RSO Approval Board. The RSO Approval Board shall review the application and invite the officers to discuss their ideas at an RSO Approval Board meeting.
1. The RSO Approval Board shall have the right to review New-RSO applications. New-RSOs that are approved by the Board shall be granted Pre-RSO status.
2. The Senate shall be informed of the action of the RSO Approval Board, and with a 2/3 vote, shall have the power to veto any decision made by the RSO Approval Board.
3. The RSO Approval Board must grant a $200 initial allocation to any New-RSO seeking funding from Student Government. New-RSOs seeking more than $200 must submit an RSO petition for additional funding to the Allocations Board, who will handle the petition in accordance with the Financial Bylaws.
G. To receive full RSO status, the Pre-RSO, must complete both a treasurer’s training with the Student Government Executive Committee Treasurer and a president’s training with the Director or the Assistant Director of Student Activities.
II. RSOs may hold the following benefits:
A. May apply for funding through Student Government.
B. May use college facilities and vehicles for RSO activities.
C. May conduct approved fundraisers.
D. May advertise on campus.
E. May apply for office space through completing the Office Space Petition form.
F. May have an e-mail account and web site on Eaglenet.
G. May receive information on programs and activities which benefit the organization.
III. Conditions and Responsibilities
A. An RSO does not imply Juniata College endorses the organization.
B. RSO’s must follow the policies in both the Pathfinder and in the Office of Student Activities Handbook. Questions on policies should be brought to the Office of Student Activities.
C. Organizations created after the initial registration and funding processes may still apply for funding through Student Government.
D. Student Organizations which fail to register at the end of the academic year will become inactive and their funding will be transferred back to Student Government.
E. Only Juniata College students and employees may participate in student organizations. Only students may hold Executive positions. Juniata College strongly encourages RSOs to set minimum academic and ethical standards for members and officers.
F. Any Student Government member can motion to call for a review of a group’s RSO status. Upon review, a committee headed by the Executive Committee President and Vice President shall have the ability to terminate a group’s RSO status and freeze their funds during extreme measures (RSO not doing any activities, not following mission statement, improperly using funds, or improper behavior).
Article VIII – Rules and Regulations
I. Attendance Policy
A. No Executive Committee member may miss more than three Executive Committee meetings per semester.
B. No Cabinet member may miss more than two meetings of the Committee to which he or she is assigned per semester. No Cabinet member may miss more than one Cabinet meeting per year.
C. No Senator may miss more than one Senate Meeting per year.
II. Removal from Office
A. If any Senator or Cabinet member is not fulfilling his or her duties appropriately, the Executive Committee may recommend to the Senate that he or she is removed from office, and the Senate shall vote whether or not to remove the Senator or Cabinet member from office. This vote will require a 2/3 vote.
B. If any Executive Committee member is not fulfilling his or her duties appropriately, the Executive Committee may recommend to the Senate that he or she be removed from office The Senate shall vote whether or not to remove the Executive Committee member from office. This vote will require a 2/3 vote.
C. If any Student Government member is removed from office, the Executive Committee shall nominate a replacement, which shall be subject to Senate confirmation.
III. Amendment of Bylaws
A. Bylaws may be amended with the support 2/3 of the Senate and the support of three Executive Committee members.

Article I – General By-Laws
I. The Student Government fiscal year will run concurrently with the College, starting 1 June and ending 31 May.
II. All Student Government financial records are open to all members of the Student Government.
III. Before the end of the spring semester, the Executive Committee Treasurer is responsible for generating an approved budget for the succeeding academic year.
IV. Every constituency of Student Government must keep accurate, detailed financial records. The Executive Committee Treasurer may call for any of these records at any time, and they shall be promptly presented.
Article II – Student Government Budget
I. All funds allocated to Student Government shall be held in a general Student Government account (21-02001).
II. The Budget shall be used to fund all constituencies of Student Government.
III. The Student Government Senate is the primary controller of the Student Government Budget.
IV. The Executive Committee Treasurer is responsible for preparing a current general budget report to be presented at Senate meetings and at Allocation Board meetings.
V. The Executive Committee has a standing order from the Senate to approve expenses of $200 or less from the general Student Government account.
Article III – Student Government Operational Budget
I. A separate Student Government Executive Committee account (21-02003) will be maintained for the Operational Budget.
II. Expenses for the Executive Committee, Senate, Allocation Board, RSO Approval Board Cabinet, Judicial Board, and General Assembly must be made from the Operational Budget.
III. The Student Government Senate is the primary controller of the Student Government Budget.
IV. At least 3% of combined Student Government and JAB funds will be allocated for the Operational Budget.
V. The closing amount for the previous fiscal year shall be added to the current fiscal year’s Operational Budget. These funds shall be used for capital expenditures.
VI. The Executive Committee Treasurer is responsible for preparing a current Operational Budget report at Senate and Executive Committee meetings.
VII. The Executive Committee has a standing order from the Senate to approve expenses of $750 or less from the Operational Budget. Expenses that exceed $750 will require Senate approval.
Article IV – RSO Funding
I. In order for an RSO to receive funding:
A. Results of RSO officer elections must be submitted to the Executive Committee and to the Office of Student Activities. Changes to officer status must be reported immediately.
B. New or current treasurers must be trained by the Student Government Executive Treasurer or by a delegate appointed by him/her.
II. Any RSO funded by Student Government must submit all proper accounting forms (e.g. check requests, cash advance clears, etc.) and receipts to the Accounting Office to verify purchases and/or close out transactions.
III. All property acquired through Student Government funds shall become the property of Juniata College.
IV. RSOs may not use Student Government Funds for:
A. Money to be donated directly to another organization.
B. Free t-shirts or other such giveaways.
C. Alcoholic Beverages.
D. Food at more than two events per year.
E. Products that are illegal or prohibited in Huntingdon Borough, Huntingdon County, the Commonwealth of Pennsylvania, or the United States of America.
V. RSOs may submit an allocation request for the succeeding fiscal year, as detailed in Article VI. Special cases are stated below:
A. JAB will receive an allocation as detailed in the Student Government Constitution (3:3:5), and will not participate in the regular Allocation process.
B. Community Boards, which are considered permanent RSOs, will receive an allocation of $250, and will not participate in the regular Allocation process.
C. The Freshmen class officers will receive a $400 allocation. Sophomore, Junior and Senior class officers will receive a $100 allocation. The class officers will not participate in the regular Allocation process.
VI. RSOs may submit a petition for more funding during the current fiscal year, as detailed in Article V. Special cases are stated below:
A. In addition to petitions for more funds during the current fiscal year, JAB may submit a maximum one petition for more funds for the following fiscal year. This petition may be submitted at any time in the Spring semester. While the petition will be approved in the current fiscal year, the funds will be transferred from the succeeding fiscal year’s budget at the start of that fiscal year.
B. Community Boards may petition for a maximum of $750 in additional funds per fiscal year.
Article V – Allocation Board
I. Purpose:
A. The purpose of the Allocation Board is to provide a fair and independent recommendation to the Senate on how to spend and allocate funds in the general Student Government account.
1. The Allocation Board is responsible for reviewing all petitions received for Student Government funds.
2. The Allocation Board is responsible for preparing a proposal for Student Government Allocations for the following fiscal year. This proposal must be approved by the Senate.
II. Members:
A. General Requirements:
1. Members must serve on the Allocation Board for the entire fiscal year.
2. Members shall uphold the mission of Student Government, remaining fair and just.
B. CIS representatives
1. Responsibilities:
a. Each CIS member shall have the right to one vote
b. Must attend all regular and emergency meetings called by the Allocation Board Chair. More than two absences is cause for dismissal from the board.
c. Call and facilitate any necessary meetings for the respective CIS treasurers to discuss CIS finances.
d. Prepare a report for the Allocation Board about any CIS meetings.
e. Act as a resource of information for other RSO treasurers.
2. Appointment
a. Treasurers from each CIS shall elect one Treasurer to serve on the Allocation Board. The Executive Committee Treasurer will facilitate these elections.
b. If a seat on the Allocation Board becomes vacant during the fiscal year, then the other treasurers within the CIS shall elect a new Treasurer to serve on the Board.
c. If any member of the Board does not fulfill his or her duties appropriately, the Ethics Committee may start a process of investigation to decide on the possible removal from the Board. In the case of a recommendation for removal from the Board, the Allocation Board shall vote whether or not to remove the member. This decision will require a 2/3 vote of all present.
C. Executive Committee Treasurer
1. Responsibilities:
a. Shall act as the chair of the Allocation Board.
b. Shall call and facilitate all Allocation Board meetings.
c. Shall have a tie-breaking vote in the event that an Allocation Board vote results in a tie.
d. Shall ensure that Allocations are made in a timely fashion.
e. Shall refrain from inappropriately influencing any Allocation Board decisions.
2. Appointment shall be made as detailed in the Student Government Constitution (3:2:2).
D. Director of Student Activities
1. Responsibilities
a. Attend meetings to insure consistency, fairness, and accuracy of information.
b. Provide continuity across fiscal years by assisting with the transition of the Board and by assisting with the training of new Board members.
c. Shall refrain from inappropriately influencing any Allocation Board decisions.
III. Meetings
A. Regular meetings will be scheduled bi-weekly at a time that is suitable for all members.
B. Emergency meetings may be called by the Executive Committee Treasurer provided a minimum 24-hour notice is given to all members.
C. All meetings shall be closed to the public.
Article VI – Petitions for Student Government Funds
I. Petitions Received from Registered Student Organizations (RSOs):
A. Any RSO may petition for more Student Government funds during the current fiscal year. These requests must be made in writing, using the “RSO Petition for Funds” found on the Student Government website.
B. There are no limits on the number of times an RSO may petition
C. There are no limits on the amount an RSO may request
D. All petitions shall be heard by the Allocation Board
1. Representatives from the requesting RSO will be invited to the Allocation Board meeting in order to present their petition and answer questions. The RSO representatives will be asked to leave before the Board deliberates.
2. All petitions for more than $750 must also be approved by the Senate. In such cases, the Senate will be informed of the Board’s recommendation. Representatives from the requesting RSO will be invited to the Senate meeting in order to present their petition and answer questions. The RSO representatives will be asked to leave before the Senate deliberates.
3. The Allocation Board has a standing order from the Senate to approve petitions of $750 or less.
a. The Executive Committee has the right to veto any decision made by the Allocation Board
b. In the event of a veto, the Senate will be notified of the Allocation Board’s decision and the Executive Committee’s reasoning for the veto. The petition will then be reviewed by the Senate in the same manner as petitions of more than $750.
E. The Executive Committee Treasurer, on behalf of the Senate or Allocation Board, is responsible for allocating funds to RSOs.
II. Petitions received by New-RSOs
A. Any New-RSO that wishes to receive Student Government Funding shall be awarded a $200 initial allocation, subject to the RSO Approval Board’s approval of their application for RSO status.
B. New-RSOs that seek more than $200 in the same fiscal year in which they were formed shall submit a RSO Petition for Additional Funding form to the Allocation Board. The Allocation Board shall then proceed as detailed in the previous section.
III. Petitions received from other Juniata College Constituencies:
A. Any constituency of Juniata College may petition for Student Government funds. These requests must be made in writing, using the “Non-RSO Petition for Funds” found on the Student Government website.
B. Each constituency may make a maximum of two requests per fiscal year.
C. Each constituency may receive a maximum 1% of the combined Student Government and JAB budgets in any fiscal year.
D. All petitions must be reviewed by the Executive Committee to determine if they are a valid request for Student Government funds. The petition must receive a unanimous vote.
E. Once approved by the Executive Committee, petitions will be reviewed by the Allocation Board.

b. In the event of a veto, the Senate will be notified of the Allocation Board’s decision and the Executive Committee’s reasoning for the veto. The petition will then be reviewed by the Senate in the same manner as petitions of more than $300.
F. The Executive Committee Treasurer, on behalf of the Senate or Allocation Board, is responsible for allocating funds to the College constituencies.
Article VII – Allocation Procedure/Recommended Timeline:
I. June - Accounting Office makes appropriate allocations from the general Student Government account to each RSO.
II. November
A. Develop a rubric for permissible Allocation requests
1. Bonuses may be given to RSOs that are active in Student Government, forums, campus events, etc.
2. Establish maximum allowances for food, transportation, overnight accommodations, conference and membership fees, equipment fees, programs, lecturers, etc.
III. January - informational Session on Allocation Process to discuss:
A. Allocation Process and timeline.
B. Allocation rubric.
C. CIS Committee members and responsibilities.
IV. February
A. RSOs prepare an allocation request.
B. Allocation Board meeting to discuss allocations for the year.
C. Executive Committee prepares a recommendation on how much of the following year’s budget should be allocated for RSO budgets, RSO Capital Expenditures, the Operational Budget, etc.
V. March
A. CIS Committee meetings facilitated by the CIS Representative and Executive Committee Treasurer.
1. Each RSO shall propose an RSO Allocation Request to the CIS Committee.
2. CIS Committee completes a proposal for the CIS Allocation Request to be reviewed by the Allocation Board.
B. Allocation Board meets to review CIS Allocation Requests and prepares a proposed Student Government budget for the following fiscal year.
C. Senate reviews and votes on proposed Student Government budget.
VI. April
A. Each CIS Representative shall be notified of the approved CIS Allocations.
B. CIS Committees meet to divide their CIS Allocations between their member RSOs.
C. CIS Representatives submit the specific RSO Allocations for each of the RSOs in their CIS.
D. Allocation Board reviews and votes on the RSO Allocations
E. Executive Committee Treasurer notifies the Senate, Office of Student Activities Director, and the Dean of Students about the RSO Allocations.
F. Executive Committee Treasurer submits an Allocation request for each RSO to the Accounting Office.
